Beijing Intellectual Property Court confirmed that Mr. Luo was the inventor of the disputed patent involved in the investigation according to the "Beijing Chaoyang District Science and Technology Development and Progress Award", in which Mr. Luo was the main person responsible for designing the chamber pressurized precise launch system.

In the second instance verdict of the Beijing Higher People's Court and in the retrial of the Supreme People's Court, all those who are solely based on the launcher's design cannot confirm whether Mr. Luo is the inventor of the disputed patent and need to inspect the work of the main completed personnel roles and work content, as well as in the substantive features of the patented invention contains the work of Mr. Luo. After investigation, Mr. Luo's work content is based on the sketch and technical parameters provided by Mr. Chen, which are the standard mechanical drawings providing for factory processing and use, this work is not an invention according to the patent law. Therefore, there is a lack of evidence to support Mr. Luo as one of the inventors presumed by the "Beijing Chaoyang District Science and Technology Development and Progress Award", therefore the Beijing Court of First Instance of intellectual property court verdict is revoked.

In addition, the products in this case attracted much attention because of the major activities involving in the opening ceremony of the Beijing Olympic Games, the APEC meeting and the National Day parade.
