To the Intellectual Property Offices of all provinces, autonomous regions, municipalities directly under the Central Government, and the Xinjiang Production and Construction Corps; all departments of the China National Intellectual Property Administration (CNIPA), all departments of the Patent Office, the Trademark Office, other directly-affiliated units of the CNIPA, and all social organizations:

In order to thoroughly implement the “Outline for Building an Intellectual Property Powerhouse (2021–2035)” issued by the Central Committee of the Communist Party of China and the State Council, and to strengthen the dissemination, analysis, and utilization of intellectual property information, the CNIPA has formulated the "Guidelines for Intellectual Property Information Analysis and Utilization" (hereinafter referred to as the "Guidelines"). The Guidelines comprehensively introduce channels for obtaining intellectual property information, analytical methods for patents, trademarks and other information, procedural standards, and analytical tools, serving as guidance for innovation entities and service agencies to conduct intellectual property information analysis and utilization efficiently and in a standardized manner.

All provincial intellectual property offices are requested to strengthen the promotion and application of the Guidelines, organize publicity and training activities targeting innovation entities such as enterprises, universities, and research institutions, as well as intellectual property service agencies, help innovation entities enhance their awareness of intellectual property information utilization, master information analysis methods, and strengthen the application of information analysis results. Efforts should be made to deeply explore practical outcomes in information analysis and utilization, summarize and promote typical cases and practical experiences, and better support technological innovation and industrial innovation.
